MASSENA, NY - Raymond C. Miller, Sr., 37, of Massena, NY was arrested following an investigation into his registration as a Level 3 Sex Offender. The subject was released from the St. Lawrence County Correctional Facility on the evening of 10/26/09 and was to register his new address. He is alleged to have registered an address on South Main Street in the Village of Massena, where he had already been told he was not welcome.Sheriff's deputies charged Miller with failure to register as a sex offender, a Class D felony, and offering a false instrument for filing, first degree, which is a Class E felony, for providing the jail with a false address. He was arraigned in the Town of Potsdam before Justice James Mason and remanded to the St. Lawrence County Correctional Facility without bail, pending further proceedings in the Village of Canton Court.
