Underage Drinking Initiative detail results in 6 arrests

The New York State Police in Alexandria Bay conducted an Underage Drinking Initiative Detail Friday evening in an attempt to curb the sale of alcoholic beverages to persons under the age of 21.

The Initiative targeted convenience stores, liquor stores, supermarkets, bars, and restaurants in the Towns of Cape Vincent and Orleans, and the Villages of Cape Vincent and Clayton.

An underage volunteer attempted to purchase an alcoholic beverage at these establishments while being assisted by an undercover Investigator.  Ten establishments were checked, with Five arrests being made, and Five establishments being in compliance.

Arrested for Unlawfully Dealing with a Child in the First Degree, (NYS Penal Law), a Class A misdemeanor, and Prohibited Sale of an Alcoholic Beverage, (ABC Law), a Class A misdemeanor were:

Ann M. Albro, age 24, of County Route 6, Cape Vincent, while working at Snug Harbor Bar and Restaurant, County Route 6, Cape Vincent.

Maryellen Glass, age 42, of James Street, Cape Vincent, while working at Cape Dairy, East Broadway Street, Cape Vincent.

Janet L. Carroll, age 52, of Lisa Drive, Cape Vincent, while working at Aubrey's Grocery Store and Shopping Center, East Broadway Street, Cape Vincent.

Cortney A. Carter, age 19, of ST-411, LaFargeville, while working at The Victorian, James Street, Clayton.

Melinda M. Rossi, age 29, of Cheynee Street, Alexandria Bay, while working at PJ's River Rat Restaurant and Lounge.

Additional arrests:

Joy M. Owens, age 24, of 2nd Street, Alexandria Bay, for Unlawfully Dealing with a Child in the First Degree, and Brandon L. Howie, age 20, Chippewa Bay, for Unlawful Possession of an Alcoholic Beverage with Intent to Consume by Persons Under the age of Twenty-One Years (a violation). 

Ms. Owens was observed by the Undercover Investigator leaving the TI Bait Store, ST-12, Alexandria Bay, and giving Mr. Howie a 12 pack of beer. They both left in separate vehicles.

All subjects were issued appearances tickets returnable in the jurisdiction of their crime and released.

Clayton Wine and Spirits, James Street, Clayton.

Clayton Quick Mart, James Street, Clayton.

North Country Express Markets, State and James Street, Clayton.

Clayton Big M Market, State Street, Clayton.
